Don't approve development plans of amenity plots at JVPD, BMC tells Mhada

Mhada is now the special planning authority for all Mhada layouts, including JVPD. In 2017, the JVPD Scheme Association had issued a notice to BMC to purchase 12 of the amenity plots.

 

MUMBAI: The BMC has written to the Maharashtra Housing Area Development Authority (Mhada) not to accept or approve any development proposal on amenity plots on the left and right banks of Irla nullah in Juhu-Vile Parle Development Scheme (JVPD). In all there are 31 amenity plots in JVPD scheme spread over 125 acres (five-and-a-half Oval Maidans) estimated to be worth Rs 15,000 crore.

 

Mhada is now the special planning authority for all Mhada layouts, including JVPD. In 2017, the JVPD Scheme Association had issued a notice to BMC to purchase 12 of the amenity plots. However, NGO Janhit Manch raised objections to the purchase notice pointing out the BMC had developed the amenities using public money and the ultimate beneficiaries are the members/residents of these societies. BMC’s Development Plan department then took up a detailed search of documents, corresponded with Mhada and demanded the plots be handed over free of cost.

 

In a fresh letter issued to the authority in March this year, the BMC has cautioned Mhada not to process and approve any development/redevelopment proposal received under any provisions of the city’s Development Plan. It has pointed out that both Mhada and BMC held that under the erstwhile Bombay Housing Area Development Authority (BHADA) Act as well as letters issued by the vice-president (Mhada) and the additional chief secretary (housing) all land earmarked for common public amenity, public utility areas occupied by roads, canalisation of creek in the JVPD vests with BMC.
